FMC to gauge detention/demurrage fairness on flow merits
The top United States maritime regulatory agency on Friday unanimously approved interpretive rulemaking recommendations aimed at helping it gauge whether levied demurrage and detention fees truly incentivize the retrieval of cargo and return of containers.
The Federal Maritime Commission agreed to the recommendations stemming from a year-and-a-half effort led by commissioner Rebecca Dye to address complaints from cargo owners and drayage drivers over what they considered unfair fees for failing to pick up cargo and return equipment in a timely manner. Port Report: Sourcing shifts for U.S. imports boosting Southeast Ports
The trade war with China is forcing U.S. Shippers to look for new sources of low-cost consumer goods. Southeast seaports are benefitting from those switches as shippers opt for lower cost and more accessible gateways.
The value of China’s exports to the U.S. are down 12.3 percent through the first half of 2019 to $219 billion. The drop stems from President Donald Trump’s escalation of tariffs against China with another 10 percent tariff slated to take effect this coming September 1 and December 15 on $300 billion worth of imports coming from China.

New chassis location to speed turn times in CP’s Chicago yard
Truck drivers picking up cargo owners’ containers in Canadian Pacific Railway’s Bensenville Terminal near Chicago’s O’Hare International Airport will have a new location to pick up chassis, which should offer quicker turn times.
The location will be inside the DNJ Intermodal Depot, which is within CP’s property and less than a mile from the ingates to the terminal. Because CP Bensenville is a grounded rail yard, truckers must pick up chassis before getting a container. This depot will hold chassis for the Consolidated Chassis Management’s (CCM’s) cooperative Chicago and Ohio pool, TRAC Intermodal-Hapag Lloyd, and the North American Chassis Pool Cooperative. (more…)

DNJ Intermodal Services Opens New Location in Bensenville
Chicago, IL: DNJ Intermodal Services (DNJ), a member of the IMC Companies family of brands, opened a new location in Bensenville, IL near the west side of O’Hare International Airport. DNJ will operate a neutral chassis pool that will help the trucking community expedite freight to and from the Bensenville rail ramp. This location will service the Canadian Pacific Railway.

Port Of Savannah’s $3 Billion Investment Plan Paves The Way For New, Lower Cost, Efficient And Consistent Rail Service Between The East Coast Port And The St. Louis Region
The St. Louis Regional Freightway and the Port of Savannah are forging a partnership to create a new connection between the St. Louis, Mo. region and the largest single-terminal container facility in the western hemisphere. In response to record movement of 4.3 million TEUs (20-foot equivalent units) in fiscal year 2017, the Port of Savannah is investing $3 billion to increase its containerized cargo capacity from 5 to 8 million TEUs by 2028.
